I always felt bad for this character. He was transformed into a villain by an accident, and in the end when he's restored to normal he's treated as the exact same villain. The guy was also a victim but was punished anyway. One of the few episodes of the show that left a bitter taste in my mouth even to this day.

Thank you for saying this. I've always hated the ending of this episode. One of the creators, Craig McCracken, said that, while he always intended this episode to end this way, he feels bad about it now and considers it far too mean-spirited. On a slightly lighter note, the girls and the clown are still on good terms, as the clown performed for their birthday bash later.
