Their coverage map is all of Canada, that doesn't include what is in the deal, (those cost numbers you posted.) after searching though, the deal was to provide Internet to businesses and homes not serviced, and for starlink to provide employment contracts and training to the people of the indigenous communities they would be servicing... So basically the government was paying for jobs as well as infrastructure.
