A lot of it depends on the vibe. My mother-in-law likes the ones led by the hot young guy physical therapist, and less so the more businesslike PT who does her best to be enthusiastic but is clearly faking. She still goes to them because it's better than sitting alone and watching tv. And having participated in a LOT of teambuilding exercises, I'd say the same about those - they're fun when everyone is having fun, and not when they're not.
Probably about as fun for kids and teens when their class or required participation youth group plays these types of games and for much the same reasons, socializing and getting the body moving. Though the movement thing is probably more important for physiotherapy reasons. Playing any kind of game, in person social or online social, or even just puzzles, helps to keep the brain active, too.

These games for seniors are to try and keep them exercising and mentally aware and socialized. I think like the "games" I had to play, they're not so much fun as they are just a part of life. Which is depressing.
My wife had advanced Alzheimer's and lived in a memory care facility for 3 years. She had no concept of what the activities were, and couldn't articulate if she enjoyed them or not. It was very much a pattern of getting the residents to just experience SOMETHING in the moment throughout the day.

I think: both. It’s like Ice Breakers with groups of adults. The idea of them is terrible, but once you’re in the middle of it, it can be fun. Or like being dragged onto the dance floor for the Macarena. Awful, but kind of fun once you give in.

It's one of the reasons that Wii Bowling (other than it actually being fun, and a wii-mote being way lighter than a bowling ball etc etc) blew up Huge in nursing homes.

A favourite was violent bowling, carers ran with wheelchair users down a long hallway while the participant drive by-whacked as many inflatable bowling pins with a paddle as they could, and ended in a large collection of pins for them to "crash" into. There were SCREAMS of joy!
Ten years working in rest homes, it depends on the people and the activity. For a while we had a popgun that launched pingpong balls a tiny bit faster than you could throw them. The guys used to compete and made themselves a hat for the winner with Deadeye Dick written on it. Then someone from head office heard about it and that was that. Even the ladies enjoyed it.
And the main reason is they have to use federal funds to function and that comes with strict federal oversight. That means each one of those administrators is one time citation away from losing their job or their NHA license. Trust me, they don’t ALL wanna be hard asses.
They just want them to be quiet old people who they are funneling all their money out of until they die. I worked in a nursing home, they didn't give a rats ass about the residents. Nurses always got mad at us dietary workers and would say were "spoiling" them.
