Legit question about anywhere data centers are built:
With the money these companies have, couldn't they build a water cooling/recycling plant for their own water (so instead of using lots of city water, they would just need enough to fill, and then top off, their own reservoir) and use large amounts of solar to offset the electricity needed to run the data centers? Would that minimize their impact?

You got an answer, so let me add to it: Perfect closed loop systems don't really exist (you'll still need to flush the water every so often, replace solar panels...), but yes, doing that (and more) would definitely minimize impact and use far less external resources.
But it's more expensive to build and maintain. They would still be very profitable even with those added costs, but the companies building them would earn a bit less money.

Well, yeah. Closed systems are already being built in these things when they go down in countries that give a damn. But if they do it everywhere it would cost slightly more, and that would eat into the rich peoples' yacht money.
