Fins work off of aerodynamic forces so the rocket needs to be moving pretty fast for them to work. At takeoff it's moving too slow.
They create drag. Modern rocket engines steer / stabilize the rocket by swivling on a gimbal. In this case, there was probably something
wrong with that system, though you can see the rocket trying to correct itself by comparing the angle of the firey exhaust to the axis of
the rocket. If you're interested in space / rocketry stuff and like sandboxy games, check out Kerbal Space Program. You'll learn more about
ballistics and orbital dymanics from that than you would from a library book.
