Paypal have been known to fuck with nsfw creators for years. I honestly don't know how they are still partnered with Patreon if they hold the view of banning their users.
PayPal has been shit for a very long time. Look who started it. They've been evading bank regulations for decades. Even Google's AI is programmed to defend them. They are not a bank, they just provide "bank-like" services like stealing money directly from your bank account, blocking you from accessing your own money, and not providing any recourse when they fuck you, which Google knows all about.
