Wait. Russia is an oil *exporter*. Do they not have the refinery capacity to make their own aviation fuel from their own oil? I would have expected RUSSIA to sell fuel to JAPAN, not Japan to Russia, particularly since the Japanese archipelago is oil-poor, global supplies (and especially maritime-traded supplies in South and East Asia) are constrained due to the Suez crisis, and Russia is struggling to find buyers for their oil amid all the sanctions against them.

Japan is selling refined jet fuel. They buy oil from Russia. It's the equivelent of buying lumber and selling toothpicks. Russias oil fields are still up, Ukraine took out the refineries where Russia was refining jet fuel. Japan is selling Russia what they can no longer make themselves.

I believe Japan also buys natural gas from Russia as well. Unless you are saying that their purchase of oil was predicated on them selling their unused fuel back, it's still a different story that they are selling fuel back.
