This just happened outside my window

Blurry because of the window screen.
Red car is a cop car.. perfectly arrived after the 2 cars got into an accident, then the cops came out and drew their guns and pointed it at the white car, and told the driver to put his hand out the window.

I can only assume that the White car realized he was getting followed by a undercover cop, and tried to make a run for it, but end up hitting another car.
