If the local people keep up the pressure and frustrate the process they can prevent the company from getting permits to build.
If they can't stop the permits, they can always protest the site and make sure it becomes untenable. Can't build it if the construction is getting consistently sabotaged.
A little direct action goes a long way with consistent, organized effort.

And they weren't run out of town, people involved with it arrived and went "this isn't safe" and went back to hotel rooms and the datat center received a temporary stay order to allow them to rezone the area accordingly. Pretty much nothing happened and that centers probably still getting built and we still don't know by what company.

Those are the contractors that are going after the high count glass so likely a constellation of them working for a portion of the pie to which multiple PE and department of Ag are funding, to later be sold to an isp to run independently as a contractor for a company such as meta or abc…. The message that there is considerable opposition that will remember this at election time is the important thing at this stage.

The state and the community are two different things. The state and its hierarchical system is not your friend. There are a plethora of reasons to stage civil disobedience.
If the state ist so disconnected from the community you run a joke of a democracy. Here in Switzerland if the voters are against certain types of building being built, they're not going to come. The citizens always have the last word, that's what referendums are for.
