Ot's the fact that the cat mews in protest and then quickly twists out of his grip that says 'cruel' to me. The cat seeks to exit that situation. It's not being injured and this is its friend, so it's tolerant at first, but that doesn't mean the person isn't mistreating it. If you, the person who have basically all the power in the relationship, are forcing the animal to do something against its will for no good reason at all, that's cruelty imo. Especially if there's pain/discomfort involved.
