The files were evidence picked up by the state of Florida's original prosecution of Epstein in 2008. The feds unsealed the files in 2009 and chose not to act on them and continued to not act on them until 2019. The files from 2008s prosecution of Epstein does not stop the FBI from running a new investigation.
What you need to realize is that Epstein was a child sex trafficker who had bipartisan and international support from multiple governments.
