It falls to the UN to say "Nope".
Of course SA could also officially withdraw from the NPT and tell the IAEA and UN to get bent. That would turn it into a rogue nation like NK, or Iran pre-Obama's nuclear deal. Or apartheid israel, for that matter (which isn't treated like a rogue state by the world community for some weird reason). Under the pre-trump world order, that would cause a large number of nations to place sanctions on SA, esp. for the trade of anything that could be used to build nuclear arms. The Iran / NK treatment.
In theory anyway. In practice, we're all suckling on SA's cancerous oil teats, and we're hopelessly addicted to their environment-destroying poison. So they might get the apartheid israel treatment instead where everyone knows they have a large nuclear arsenal (and are deranged enough to use it at the drop of a hat) but nobody officially acknowledges it. the road to peace isn't through arming everyone with nukes to supposedly deter war, the road is through complete global abolition of all armed forces, and we know it won't come to pass within our lifetimes because no empire would dare to do even a single thing that might loosen the chains that it grips within its hands.
