Yes that is wrong. You can knock over all the hurdles if you want, once you go over them (I assume compared to around or under them). You will see in many races some people get their stride wrong and will kick several hurdles in a row and barely slow down. It is not a strategy that can give you an advantage though, knocking them down does slow you down, so it is its own penalty
