Community development/organizing and first aid are important for reasons that overlap with those for arming up, but neither of those risk becoming dramatically harder in the space of months, there is a window that may close. There are also substantial non-militia reasons for being able to defend against assailants, which is more what I'm on about. The official designation of out-groups typically leads to more personal violence against them.

Unfortunately most first world countries (to my knowledge) are reluctant to allow disabled people to immigrate to them. That includes Canada and the UK. Unless you're wealthy or your disability is a minor, easily/cheaply managed one they will not let you immigrate to their country, labeling you "undesirable". If I recall correctly, during the pandemic the UK even instructed doctors to let anyone with a mental disability with Covid die, although they let off of that after there was an outcry.

In my experience the bulk of society and most governments view and treat disabled people as sub-human. Even if a country has laws giving disabled people certain rights, individuals still often have to fight tooth and nail for years on end just to get the barest scraps of what the law says they must be given.

1: Yeah, most western countries prioritize job skills and low expense (on the new immigrant) which isn't a perfect system.
2: The Netherlands and the US have a longstanding treaty which streamlines a lot. It's not a panacea, but it's worth looking at.
