Well, they bite their fur when they clean. I think dogs do it too. Not sure what they're doing exactly when they do it. I assume it's like combing but with teeth.

Mother cats grab their kittens by the scruff of the neck and clean them frequently via licking.
This was entirely a cat trying to care for the puppy the way it would care for a kitten.

That puppy is far too big for a cat to consider it prey. It might have considered attacking it as show of dominance, but wasn't considering eating it.

Cats will very much kill things damn near as big as they are, especially juveniles, if they are actively hunting for food.
