Complicated. Basically, there were state *and* federal charges. Feds first - basically, he cheated the IRS. Collected money from employee paychecks that was *meant* to go towards taxes, but then kept it all for himself, as well as fucking with his employees' benefit plans and refusing to report it to the IRS.

State charges were also placed but he was immediately pardoned by the State of Arkansas. He also sold off everything he owned in the state so civil suits couldn't claw anything from him

The pardon power is insane, pardon power + presidential immunity means you have a king and the king's entire court above the law. Anyone he wants to pardon at any time during his reign can commit any federal crimes they want and get away with it??? Insane.
