Stigma against any breed is pretty shitty. If you have a mean chihua there's a 97% chance it's poorly socialized and is treated like a toy.

As a groomer, Chihuahuas are 50/50. I've met lots of very sweet ones, but the means ones are a whole other level feisty compared to others.
