Modern inks are generally safe to handle but not considered food safe. You don't need to rush your kid to the hospital for chewing on a newspaper but neither should you use newspaper as plates or food wrappers. The main concern was that we know there are some mildly toxic elements in many newspaper inks and since it's not a food product we don't track which ones so you can never be sure what's in the newspaper you pick up today to wrap your fish&chips in.
