They work that way in Scotland, Wales, and N. Ireland. In England, Bank-of-England promissory notes are actually legal tender.

If you get cash out from the cash machine... it doesn't usually have 5s. Only a few do. So if you need to get cash out,theres the problem

They have no obligation to give you change. By law if you were to pay with a £50 they could give you £1 in change if thats all they had.
