I'm sure this digital ID will be administered directly by the government and won't involve sourcing it to the private sector, since (1) that would make it effectively impossible to ever switch to a better contractor and (2) a private contractor driven by profit motive is incentivized to spend as little as possible on information security.

We have:
Passport
Driving licence
NHS account (which also has our medical history, not a government ID)
Digital Government account (which isn't ID, but is also basically ID for the purposes of interacting with the government/taxation)

Most people already have passports and it would, of course, be vastly cheaper to issue passports to everyone else who doesn't have one at present than create an entirely new digital ID system - also ensuring no last minute international travel issues, etc., in the process - but that's probably too obvious.

but the government always wants to add _more_, but we don't trust them to be able to keep it safe, so we generally very angrily tell them to stop trying this. See last time it happened, under Blair. See also Yes, Minister episode from the 80s.
