Nah, the sign would be bare minimum. If someone is willing to cut down trees on public property, I don't see it as a stretch they would cut down a sign. There should be fines and some sort of physical punishment. Have them plant 100 new trees.

Fines do nothing to those who can afford them. It just becomes the cost of doing what was desired. It disproportionately affects the poor and doesn't stop the affluent. They can just pay it then still benefit from the new view.
The sign denies the one who cut down the trees from benefiting in the mean time while the trees are replanted, at which point the sign is removed. No point in doing it if they don't receive the desired benefits. This is how you effectively leverage incentives.

So, not sure if you know this, but trees grow slowly. Those people would have their nice pretty view for years before the trees start to obstruct again and then they can just cut them down again and pay another “fee”. Punishments should fit the crime and the ability of the perpetrators to fulfill the punishment.

There’s quite a few trees dying from bora beetles and low water levels. That makes vandalism even more heartbreaking. They plant three trees to replace a vandalised tree in my city.

'Borer'. But apart from that bit of pedantry, the government used to put signs up around here that warned people about the presence of European House Borers in the area. It amused me to imagine some random German dude who'd turn up at house parties and regale other party guests about double entry accounting.

I used to work as an emergency call handler for a UK police service, and I have a degree which had a module on wildlife law in the UK. Once we got a 999 call with someone complaining their neighbour was cutting down their own tree, and initially the call was being binned off because people can do what they want to their own property. However, I knew that the law prevents trees being cut down during nesting season (which it was). They ended up going out on blue lights and saving a couple of nests

Well, the reason "tree law" a meme is that in a number of high profile cases, authorities took the matter very seriously and it turns out the law surrounding trees and property and all that is quite detailed and robust, and offenders may be liable for huge sums in compensation, and had their plans foiled. Well, depends on where you are, I suppose.

It’s like it used to be incredibly important, so the penalties are harsh and almost exclusively supports the interests of the tree owner. But also never came into conflict with money interests, so they kept the laws unmodified.
