In most cases yes, in the case of this specific card, they WILL sell every time to someone who is a collector and who can afford it. I believe, need to check to be sure, but this one sold for 1 million.
Depends on the grade. There's a baseline price for Black Lotus. However that base line can go way down or way up depending on the grade so even that is a gamble.
