As a now-retired general contractor, the contract game always -- and I mean always and on all levels -- involves kickbacks. If you want to swim with the big fish you'd better learn all about the covert kickback game. I made bids for a few dozen larger City & County contracts, but regardless of my price I never got one. Finally a City employee shared this reality with me, not outright, but the hints became clear. These contracts are less about the work done and far more about political kickbacks!
