Actually, Serling had nothing to do with it -- unlike Twilight Zone, he had absolutely no production control over Night Gallery. He didn't want the pressure of being a producer again, but he erroneously -- and naively -- simply assumed they would defer to him about concept since he created it and his name was on it.

Trivia: Joan Crawford (who starred in that pilot movie segment "Eyes") objected over an inexperienced Spielberg directing her. By the time filming was finished, she had changed her tune and was very impressed with him.

I think the most popular theory is that it's a nod to Serling's service in the 511th Parachute Regiment in the Philippine Islands during World War II. He wrote several war stories (including Twilight Zone's "The Purple Testament" and "A Quality of Mercy") based in that setting.

I don't think I ever saw that one. Yesterday I watched the one where a couple whose vehicle broke down were trapped in a small town because they were obsessed with a fortune telling machine in a diner. An episode featuring a young William Shatner.

That's two episodes ahead of the one I mentioned. The one in between them is the one where surgeons couldn't fix a lady's disfigured face so she has to go live in a colony for people who don't conform to society's standards.
