Even easier than that, just get a VPN. Laws like this really are the result of either technological-illiteracy, or concealed/hidden motives and it's nearly always the latter. As someone who lived in Utah and worked with academics, it doesn't matter. Most of the LDS people i met were actually quite liberal in a lot of ways (for religious folks in the US, anyway). But they only voted for members of the church, who are all rabidly conservative. Without fail, every liberal-leaning LDS member i knew voted for people based on policies they didn't believe in.
