I object to the phrase "The person that is unable to do this is no better than an animal." I would agree with "The person that can do this but chooses not to is no better than an animal." For some with limitations it is all they can do to get back to the car, especially if the car is far from a cart corral and the store.

Some stores now have wheels that lock up if you take them past a certain point.
BUT...the wheels been locking up IN the store. So...after a while, the stores that have those types of carts, just disable the wheel locking.

The shopping card is a good test, but not the end all be all. My father returns the shopping cart, but strictly out of a compulsion for law and order, not public good. He's also a magat shitbag.

I find them and the electric carts in the ditch between my works shopping center and Walmart shopping center. It's not hard to walk the area to see where the cats are, guess walmart doesn't care

Over here, we don't have 'dumpsters' in typical picnic areas. Most parks have rubbish bins but at the end of the day, are often full. I know what you mean though, when emptying the car after a day out, rubbish goes into the wheelie bin outside rather than bringing it into the house and putting into the kitchen bin.
