In order for the military to use a map for targeting they have to be extremely precise and all the coordinates must be georectified.

Georectification is basically ensuring the map is precise and accurate but takes a lot of time and manpower to do,it isn't done on every map

I would imagine the Baghdad map is meant not to be used because it is not exhaustive of targets to avoid and doesn't have appropriate grids.
