The only law appears to be one from 1866 saying, "Hereafter no portrait or likeness of any living person shall be engraved or placed upon any of the bonds, securities, notes, or postal currency of the United States." This was in the context of trying to do so on a banknote, and it's not clear to me that it would apply to coins. I can see lawyers having loads of fun arguing this.
