Regardless of whether he actuall said it or not, and no I'm not taking 30 seconds to google it, I think if the smart silence themselves, the stupid will find something new to be offended or mad about. You could change every single thing they hate now and they would wake up tomorrow and find another reason to hate, to be mad, to make it all about them.

Stupid people can only rise to the top when times are good, because when things go bad, stupid people tend to not last long in power.
Because stupid people don't fix problems they just make them worse. And then angry people turn on the groups making things worse.
So things kind of course correct themselves after awhile.

That's the thing, there's often nothing they can really do, because there will always be fewer highly educated people than there are stupid people.
Because no matter how much we teach everyone, there will always be a large group that refuses to listen.
So the best thing the intelligent people can do is to safe guard knowledge to ensure it gets passed down. So that way when things correct themselves, that accrued knowledge won't be lost.

Yes, but the problem with that is, often by the time it becomes clear that they need to fight back, its already too late to do so.
Because Smart people wait on data before acting, stupid people follow raw emotional responses.
Data can take months to be gathered and longer to be analysed, but emotions can be acted upon within a moment. So the smart people often do not realise the scale of the problem they are fighting till it is already extremely well entrenched.
