The best/worst part about this is that when the question of how to help homeless people comes up, the conservative answer (in lieu of tax-funded programs) is almost ALWAYS 'charitable organizations' and donation funded shelters and the like. And then this happens. Because to them being homeless is not the result of failings of society, it's the result of failings of the individual. It's a punishment, meted out by God, and anything they say is just a smokescreen to keep from scaring votes away.

The city wasn't preventing them from feeding people, just at that location because it brought violence and threats to visitors.
While I totally believe you, the reality is that cities try to hide their homeless away from the "regular" people and visitors to the city an in attempt to maintain an image. Another half a mile might make the food inaccessible to those people. So it's still problematic, because instead of just housing the unhoused, they send police to do this bullshit.
If you ever dealt with the homeless, a lot of them have drug or mental health issues and bring a lot of different behaviors. Many of them don't want help. So it causes a lot of social issues, especially when violence is involved. There is no simple solution.
I've performed at the Harrisburg one twice in the band I used to be in. It's a wonderful event aimed at promoting community and providing food to people who need it. Fun fact: in two separate supreme court cases the opinion was "no". It is not the obligation of the police to protect or help or assist anybody, unless they are already in police custody. They cannot be there when you are in danger, except through sheer luck, so they have no duty to be. They are a general deterrent to crime, nothing more. Except, if they require you to be somewhere specific, then they do by virtue of ordering you to be there take on the responsibility of protecting you there. So they must protect prisoners, but not the public.
