As someone that's had the displeasure of dealing with the federal govt's classification system, IMHO there's a 99% chance it's something that's incredibly stupidly grouped together. I would be zero percent surprised if that classification lumps less-lethal riot control "grenades" with Hellfire missiles because they're both "launched explosives". Would be really great if the original article cited the contract/procurement # instead of just the entire procurement website.
