No they are black and white striped. The skin colour doesn't determine the hair colour, the cells that grow the hair determine it. These get arranged very early on during the zebro embryo's development.

There is no "dominance" or "default" between black hair or white hair on the zebra. My argument is because the cells that create the black and white striped pattern form on the embryo at 7-8 weeks due to a distribution of activators and inhibitors, Zebras are black and white striped. Zebras have black skin, and striped hair.
