They need an outside enemy, same as classic Fascist dictatorships, for the excuse to suppress any local grown challenges. A good point, I focused too strongly on Mid-East Muslim extremists. Further East, away from Israel, the antipathy to all other outsiders gets expressed differently. My opinion that oppressive governments permit aggression to outsiders of several kinds, to keep control, wrapped in religion, ethnicity and patriotism. Anti-Chinese sentiment is nothing exclusive to Muslim countries. Their economic success attracts hate wherever there is poverty, usually more from local oppression, than their doing.
