The "3.5% rule" concept suggests that it takes 3.5% of the population (roughly 12 million people) engaging in nonviolent demonstrations to make change, but I fear the surveillance put in place has now mapped out who to lock up and the camps are now large enough to put away enough people to foil any attempts.
