DC is really weird though, and that's why it was the testbed, because DC is directly controlled by the federal government. There's no state level goverment as an intermediary, which was how they tested how far they could take it before the courts stepped in. And instead of recognising the threat, they opened the doors wide and now he feels emboldened to try this on cities that the feds don't actually directly control, using DC as precedent.
