He could bring fuel prices down instantly by halting the export of gas and diesel. Fuel follows the money. We pay significantly less here so refineries export to whomever pays the most. But this would devastate the rest of the world’s energy markets.

It would be a calculated risk but it's not like Israel or Russia would do it as themselves. They can find willing media outlets to do the dirty work and that's if they even bother asking. It could be posed like a dump from a "hack", an anonymous tipster with a thumb drive, etc., and that allows curation of the data to hide the origin.
It would lead to greater public ties between Russia and Israel. I believe they've been working together for years now, but that's my own conspiracy theory.

Half their government are from the former soviet union and virtually every Israeli billionaire is a dual Russian national. When the sanctions hit, Tel Aviv was the number one destination for oligarchs fleeing the west. Abramovich was there for a while, Usmanov is still there, and Putin sent one of his inner circle to set up camp there to make trade deals the US would be too cucked to touch.
The ties between the two are DEEP.
