It would be a calculated risk but it's not like Israel or Russia would do it as themselves. They can find willing media outlets to do the dirty work and that's if they even bother asking. It could be posed like a dump from a "hack", an anonymous tipster with a thumb drive, etc., and that allows curation of the data to hide the origin.
