Germany imposed a similar treaty on the French in 1871 after the Franco-prussian war. France paid it off. Germany basically ignored it, stopped paying and began remilitarizing and no one stopped them.
Want to see a "bad" treaty? Look at Brest-Litovsk. Germany thought it was fair to grab thousands of square miles of land and half of Russia's industrial capacity.
