I know that others are saying it's a 'Spite House', but I suppose it could also be hiding a ventilation system. For underground infrastructure like subways, it's important to have air pumps for circulation, and often they are disguised as homes to make them less ugly and inconspicuous.

Basically someone that had to build a house or lose the property to an AH developer or otherwise was getting screwed over building a technically “livable” structure as part of a legal loophole that let them fight back.
We spent a couple of weeks at a friend's place in Amsterdam some years back. It was basically 2 floors of single rooms in front of each other. A suuuuper narrow and steep staircase connected the floors. It was a little claustrophobic at first, but get used to it pretty quickly.

No, plus that rarely works, at least in the US. Developers are very prone to getting the local government to claim eminent domain for whatever reason. If not structures on said property don't factor in really I think.
Spite houses are common enough that they are pretty well documented and you could make a road trip out of it
