Theoretically, yes. The farther you are from the pivot, the more force / less effort required. I'm thinking it might just be flimsier or unstable in this particular case.

I'm thinking it's like choosing what gear you're in when bicycling or whatever; they COULD get more leverage, but they'd have to move their feet farther, and the minimal movement when choked up is working better and takes less effort.

Either that or it's to fit in the frame better.
