The key to being a spy, isn't to be like James Bond wandering around on your own gathering info. Modern spies, especially in the CIA, are more like case officers that gather and recruit the people who are in places where they have access to information. Spying is about the ring of recruits and informants. Although, I'm sure there are the other direct action types, but even those can be contractors to be disavowed.

I disagree, M would be a spy as they tend to use a codename rather than their actual name. But in this case, the director would be a spy's case officer's manager. Not directly recruiting but directing how spies operate, which would still be a form of spying. Sometimes at that level they also do some clandestine work with other spy agencies around the world.
Think of it as a General in the Army. Do you think of them as soldiers?

Stuff like that isn't so uncommon as you might think. Depending on the level of clearance, something like having an uncle convicted of armed robbery would be taken into consideration and addressed. He wasn't the Deputy Director, she is. Military and federal law enforcement employees withhold sensitive information from family members as a matter of course.

The article is interesting, but I'm not sure how much that connection can be made given the journey he made to get to that point fighting for Russia. I think the takeaway is that the person was confused and probably had some unaddressed mental illness given how his views seem to have no real solid foundation, and he appears to have swung from one cause to another.

Look, I have as little faith in government agencies as anyone, but even the CIA is not THAT dumb to use family members of outed CIA agents to spy on foreign powers.
