I kept telling myself I would NOT go reach out and pet my two new sister foster kittens because they’re scared but I HAD TO DO IT. The first 24 hours are crucial and I thought they could handle it. And they DID!! It was a very cursory petting situation, and they weren’t like SUPER into it, but now they know my voice and they know that pets aren’t dangerous. I am 100% going to give them their space most of the time, but I had to go for it tonight. I count this as a win!

I've fostered abused cats before, and many other traumatized ones. If they are not going to attack you then petting them often is good because it desensitizes them to the fears and lets their desire for affection to come out. Any time you pet them and it ends up ok they learn nothing bad happened..(hisses and cowering are ok IF you are capable of reading a cat enough to know it won't attack).
This does not apply to true ferrals, which are cats that had no positive human interaction as a kitten.

Their body language says "nervous" but not "scared" - no puffed-out tails, lowered ears, hissing or swiping. They'll probably warm up pretty quickly from here.
