In fairness, the headline "confined to path" begets that you can see red because the light is not being wholly contained.

I'm not sure. I suppose it could be scattering due to impurities in the water. TIR depends on the light hitting the boundaries at small angles. Photons scattered by impurities could be directed towards the sides at higher angles. The glass in optical cables is exceptionally pure. And the fibers are very thin which forces the angles to be small. The water stream is massive by comparison so probably not ideal.
