It's just a silly joke, of course, in a fictional movie, but I've always thought of it as a great example of how you can find truth in unusual places. For example, the lesson there is to frame your bullshit lies in such a way that they are believable to your target audience. A random toll booth? "The hell is this shit?" but naming it after the governor gave it in-universe plausibility that has real-life applications. :)
