I reckon virtual world or game world models of proposals could help significantly - in addition to better walk-throughs of existing good projects and progams and neighborhoods and hospitals and whatever - to learn, teach, train .. but if I want that in my town also .. or 50$/ minimum wage or no cars on tuesday .. or all direct democracy .. or whatever - develop a virtual model with people who want that also .. test, de-bug, revise, compare a few versions .. then invite partners .. then public ..

I mean… yeah pretty much. Think about it, you’ve got enough food to not literally die, so your focus is staying alive and keeping your family alive. Other civilians get desperate and try take your food for themselves or their hungry families so you have a direct enemy to deal with, you don’t have the time nor the energy to consider bigger issues, it’s all about surviving. Take that off the table, there’s _no_ way to survive while complying, suddenly the gears turn.
