Basically, the rules are if you have bird flu in your bird farm you have to cull ALL your birds. And she didn't.

Wild flock of birds landed in their farm. Had flu. Passed it to hers. All avians required to be culled, it's protocol. She hid the emu.

As far as I’m aware flocks are supposed to be culled if avian flu is detected. Not sure why emu is alive considering but I could be wrong.

It very UNLIKELY to jump to humans, but not impossible. "Just" a need a couple of very unlikely mutation to happen at the same time.
