Mostly. You're absolutely right about it being cheaper. I remember a few years ago Florida spending like $270k on drugs tests to eliminate ~$30k worth of of recipients who used.
But by design it couldn't be a simple process because one of our dominant political parties fundamentally prioritizes preventing someone who doesn't "deserve" help from receiving it, no matter how much that costs them. It's not a bureaucracy problem, it is - horrifically - intended that way.

#3 If you really want to fuck with your HOA and get them to let you do your own thing apparently you can just threaten to build a ham radio tower on your property. From what I can recall there are basically federal laws that make it illegal for a HOA to prevent you from doing so. Also, you can apply for subsidies to pay for a good portion of it I think.
