@OP It's the PC version of the game/Using KBM. The when using a controller the stuttering issue isn't there mostly, 1/2
but it might be how the engine polls the KBM input 2/2

Use vsync in your GeForce software, turn it off in the game settings, and it fixes all the stuttering. Worked for me.
This time it might not actually be Denuvo. They commented that the stuttering might be an issue with KBM polling. Goes away 1/2
