Ah, no. The has been plenty of non-European imperialism/colonialism and genocide. Still happening too. It is NEVER a "white" thing, it has always been a "power" thing. There's just been a correlation between "white" and "powerful" in our lived experience (because Europe got lucky and managed to colonise Africa, then rose to extreme power and colonised the rest of the world)

I don't think there is any evidence of that. There are issues with emphasis on higher education between different communities, but even that gap is closing.
