The US Marine Corps would usually consider a contested amphibious operation to be directly within their wheelhouse but did not directly participate in the D-Day Landings. Some may say they were otherwise engaged in Island hopping operations in the Pacific theater, but the theory persists that they thought European crayons taste funny.

Omaha is also where the heaviest casualties were, due in large part to their lack of armor support, and rough seas pushing landing craft off course, which makes it more noteworthy in the history books. "Everything went according to plan and they won" is a lot less interesting to write and learn about than "Everything went wrong but they still won"

Basically, they are weaponizing the Red Tape of bureaucracy to do whatever they want by ignoring the rules and just DOING it, while using every legal trick in the book to stall the people trying to stop them who want to do so by following the rules.

The legal system and Congress both absolutely have the power to stop this shit at any stage of development, they simply are not doing it. The battalion comprised 3 brigades, one named for Lincoln, one for Washington and a heavy weapons/artillery brigade named for John Brown.
