Only by using the bloatware-bordering-on-malware nVidia software, and even when I tried that it didn't fully shut off. At least with this card (1070, still handling everything fine as I never got a 4K monitor)

I was so annoyed when I realized that a new-to-me GPU had a tiny bit of LED illumination (just the letters GTX on the side), because it shone through one of the side vents on the case. I made sure that there is absolutely none of this nonsense on my current PC.
